How many people on staff is required for adult daycare?

I work at an adult daycare. The clients in the program range from 70-98yrs old. Some have early stages of dementia and others just want to get of the house and socialize. Our group has grown and we now have 13 clients. I was wondering legally how many staff members are required based on the amount of clients? We do have a couple of clients in the second stage of dementia. Most of the clients do require some assistance and those with 2nd stage of dementia need to keep a close watch they don't exit the building. The place is not lock down. My boss keeps interviewing more clients to enter the program but nothing has been discussed about getting more staff. I want to know if there is a law on how many staff vs number of clients? and what other legal requirements are needed such as space? Place is crammed. Its just ridiculous.
